Section 103
Functions, Duties and Powers of the Council
(1) The work, duties and powers of the Council shall be as follows:-
(a) To provide opinions and suggestions to the Government of Nepal regarding labor policy (B) To suggest the necessary opinion to the Government of Nepal to reform the labor related laws in a timely manner,
(c) To give suggestions to the Government of Nepal regarding the ratification and implementation of international labor conventions to which Nepal is a party. (d) To suggest opinions regarding the report to be submitted by the Government of Nepal regarding the International Labor Convention to which Nepal is a party,
(e) Prepare standards related to occupational safety and health and recommend them to the Government of Nepal (f) Prepare and recommend to the Government of Nepal a code related to fair labor practices (g) To provide advice to the Government of Nepal to determine policies related to vocational training and craft training (apprentices),
(h) To maintain industrial peace and good industrial relations and to make necessary coordination with the Government of Nepal, employers and trade unions to minimize labor disputes,
(j) To coordinate with the Government of Nepal, employers and trade unions to increase employment and productivity (k) Create and issue collective bargaining guidelines as required (l) To perform other tasks as specified.
(2) The council may form committees or working groups as needed to carry out its work.
(3) The work, duties and rights of the committee or task force formed in accordance with sub-section (2) shall be as determined by the council at the time of formation of such committee.
(4) The Secretariat of the Council shall be in the Ministry.
